The Duterte administration expands its ambitious infrastructure program to 100 “flagship” projects with over a fourth to be rolled out through public-private partnership. The progam would still cost up to 8 trillion pesos, with over half that to be allocated for the 100 “flagship projects.” Presidential Adviser for Flagship Programs and Projects Vince Dizon pointed out, PPPs contracted in past administrations were not in the public interest, exposed future governments to huge liablities and difficult regulation, and exposed public to exorbitant user fees.
