Letter from the BAR to Sec. Purisima re the Common Carriers’ Tax

This letter was sent as an appeal by the Board of Airline Representatives (BAR) to Department of Finance Secretary Cesar Purisima to suspend the implementation of Revenue Regulation No. 11-2011 on the Common Carriers’ Tax and to grant BAR an opportunity to present its position paper in an audience with the Secretary. In this document, the BAR raises its main issue: that the existing tax regime is discriminatory — Philippine air carriers are not subject to the same tax regime in international routes where they operate and compete with foreign air carriers.
