The fifth of a series of working papers published by the Asian Development Bank (ADB), this paper builds on a private sector assessment done by the ADB in May 2005 and aims to inform the next ADB country partnership strategy for the Philippines. It mainly details the measures that the Bank suggests should be taken to foster private sector development for inclusive growth and outlines particular recommendations to encourage such development in certain fields such as government processes, infrastructure, and innovation.

In preparation for the ADB's new country partnership strategy for 2010-2016, there was a need for a new Private Sector Assessment -- one that was "forward-looking" and innovative. This PSA takes a comparative case-study approach presenting both successful and unsuccessful cases in the country and in the region. Rounding out its assessment, the ADB provides recommendations to foster private investment.
